Cold weather slows the chemistry inside your phone’s lithium-ion battery. That makes ions move less easily, raises internal resistance, and causes the battery voltage to drop faster. Your phone then thinks the battery is lower than it really is, so the percentage can fall quickly or it may shut down to protect itself.
Once the phone warms up, the chemistry improves and the charge reading often bounces back. The energy wasn’t lost permanently.
