No, humans cannot create a real Jurassic Park populated by actual non-avian dinosaurs.

The main reason is that dinosaur DNA is far too old and degraded to recover in usable form. Non-avian dinosaurs went extinct about 66 million years ago, which is vastly beyond the timescale on which DNA remains readable. Amber preservation also does not solve this: it can preserve shape and some biological material, but not reliable, complete dinosaur genomes.

Even if a complete genome somehow existed, there would still be a major problem finding a compatible living egg or surrogate to develop the animal. No modern species is a true biological match for a Mesozoic dinosaur.

What is more realistic are two related but different things:

  1. De-extinction of recently extinct species, such as the woolly mammoth, dodo, or thylacine. These are much more plausible because their DNA is far less ancient.
  2. Engineering bird embryos to express some dinosaur-like traits, since birds are living descendants of theropod dinosaurs. That could produce a bird that looks a bit more dinosaur-like, but not a resurrected dinosaur.
